What are the new changes in Online Leave and License or registered rent agreement in Pune, Mumbai and rest of Maharashtra?
Some major changes happened in the Online Procedure of Leave and License Agreement Registration from 6th Dec 2018.
The changes are mentioned below:
1. Generation of Draft for Online Leave and License or Registered Rent Agreement only after payment of the Stamp Duty and Registration Fees:
Earlier the draft for the Online Leave and License Agreement could be generated without actually paying the Stamp Duty and Registration Fees. In the process earlier, the draft of the Registered Rent Agreement can be observed and any editings that is possible like the Names, Addresses and Miscellaneous can be then further easily edited by checking the output how it looks in the final draft. But this facility isn’t present now. This is due to the reason that only after the Stamp Duty and Registration Fees are paid, one can access the final draft for overview.
Reason: From the point of view of the Govt Department, this step was taken by the IGR department because there is a lot of pressure on the Government servers due to vendors and Lawyers generating multiple drafts and only drafts of the Online Leave and License Agreement and concluding the process, without ending the process by paying the fees and submitting. As a result there are multiple Ids with no end execution. This step will serve three purposes (i) Discourage generation of ids only for Draft Creation, (ii) Avoid abandonment of multiple ids which don’t go for execution and (iii) Avoid pressure on the Govt Servers.

Initially someone needing an Online Leave and License Registered Rent Agreement can make a word document filling up the gaps in the blank draft and after that, when ready can pay the Government Fees of Stamp Duty and Registration to excess the final draft. Reason: With the point of view of confidentiality of Adhaar, this data is not reflected at the Top name – address section, as it is used only for verification of identity of the parties.
Make sure that you insert the correct data for buying the Govt Fees like the Name, Addresses, Amount, etc. Any changes in those details on the final draft for the Online Leave and License Agreement may raise queries on the submitted draft and may not be approved.
3. Salutation: For Female Licensor or Licensee, there is a choice to specifically choose Mrs / Miss / Shrimati.
- Make sure that you insert the correct data for buying the Govt Fees like the Name, Addresses, Amount, etc. Any changes in those details on the final draft for the Online Leave and License Agreement may raise queries on the submitted draft and may not be approved. Earlier the Govt Fees could be purchased after the draft is set final then buying the Government Fees based on the final draft, but now the Government Fees (Stamp Duty and Registration) has to be first bought on the right name and address of the Apartment to be rented out and then later on the draft has to be prepared bearing the same name as per the Govt Fees Challan.
- Ensure that there is no Biometrics Fingerprint UID issues of the Licensor or Licensee before purchasing the Government Fees of Stamp Duty and Registration for preparing your Online Registered Rent Agreement.
